Overall good vintage condition, but does show age and wear as pictured. 

Reads:

RE-ELECT SAMMONS PROTHONOTARY

Is about 5 inches long.

A prothonotary is a chief clerk of any of various courts of law.

Most of the items in the collection that this emery board came from were from Delaware, Pennsylvania, and New Jersey.  I think it likely that this old political ad was from this geographic area, but I do not know for certain.  There is also a current Sammons listed online as a law clerk in Montana, so who knows?
