This is a Penquin Enamel & Silvertone pin. The Penquin has a Red & Green Scarf around his neck.  It's quite unique looking.

There is no name/maker on it.  It has a safety pin with a "C" clasp that is a rotating "c" clasp.

Size approximately:  2 1/4 inch tall X 1 1/2 inch wide.
