Not sure where the aerial photo was taken, it looks like a complex of some sort, perhaps the NTT company complex, or the town of Mie, Japan.
I am sure there is a description of the photo, but it is written in Japanese. But I did look it up and Japan's national fiber network is run and maintain by NTT West and East (Nippon Telegraph and Telephone). Mie falls under NTT West's service area, so I am assuming that the sender of the card perhaps was an employee of the company.
