I believe this writing is in German, Henry Picker (Heinrich) is an art dealer in Wilhelmshaven, also has the name Kunsthandlung. Very interesting 8" square plate, with a South American type of decoration that is enameled on the plate. Plate itself is a soft rough black finish with a gold strip around the edge. In very good pre-owned condition, I see no damage at all.
