Seam tag says it is called the Cutest skirt. Tag also says it is off white. To me it looks white.

It shows no wear at all. 

Top to hem: 15in in front and 16" in back.

Waist flat across is 12.75" and stretches to 14.75" across. 

It is a cotton knit with elastic sides and back.
