Lens Filter is in good condition. I don't see any scratches on the glass coating. But glass coating is damaged, it has spots of coating missing. Most likely damaged by cleaning or rubbing the coating. My guess is that coating damage will not affect image quality. Filter is fully operational and functions as intended. I would rate it an 6 or bellow average on a scale of 1 to 10.
