This is by Amy Byer, purchased at Boston Store. The underneath layer is a straight solid light pink skirt and the top layer is a crinkly tiered-look. The waist has white/pearl-colored beads and sequins on the front. 

The back has an elastic waist. Waist is 10.5" across unstretched, length is 18 3/4".
