The rod with a threaded end is a ram for an ECHO reloading press.
The other parts are Bausch & Lomb type scope mounts. I see WIN 70 on one, so it is probably for one or more of several versions of a Winchester Model 70 rifle. The other piece is required to mount a scope on that rifle.
