For your consideration is a vintage/antique silent butler.  This is marked with an EL under a crown which is the mark of Eisenberg-Loranzo NY NY from 1953 - 1970.  The company was listed as an importer of silver plate, stainless and pewter halloware.  It was formed in 1953 by Arthur Eisenberg and Neal Loranzo for use on imported silver plate.  This piece is marked Italy.  They commissioned pieces from around the world to have their mark placed on the pieces.  This is the silent butler which can be used for crumbs, ash or storage of small items.  It has a wood handle on it.   The pan is 5 3/4" in diameter and with the handle it is  10 1/4" in length.  Etched on the top with a scroll design.  I can remember my grandmother having a similar item that she used for her ashtrays to dump in and cool before trashing.  That goes a long way back when smoking was the norm.
