This very pretty solid green planter is marked  965  USA  and either OP or CP (I'm not sure which but I will try to find out) on the bottom.  Nevertheless, it was made in the USA and is both vintage and collectible.  Considering its age it is in good condition but does have some production flaws inside the planter.  Also, there are three very tiny chips (barely visible) on one side of the top of the scalloped rim.  

The measurements  of this square-shaped planter are:  5 inches across the top, 2 1/2 inches across the bottom, 2 1/2 inches tall,  and 2 inches deep.
